Today, the word is applied to objects from telephones to vehicles, and even to processes like economic development (<em>smart growth<\/em>).<\/p>\n<p>All of these usages have one trait in common: they show that intelligence is no longer the sole province of human beings. Objects are becoming artificial agents: they\u2019re decision-making machines, armed at once with sensors, connections to a network of other intelligent machines, algorithms, and possible actions. Typical actions include: categorizing data, allowing or refusing access, activating or not activating a system.<\/p>\n<p>The thinker Guillaume Paoli, whom we have already discussed in our analysis of transhumanism, joked that if certain totalitarian and depressing prospects for the future didn\u2019t upset people, it was no doubt because people were getting stupider, and in any event more apathetic than the machines.<\/p>\n<p>The quip could be read as a kind of skepticism toward the progress-obsessed virtues claimed by the intelligence networks\u2019 new class of social engineers. Would\u00a0this allow us\u00a0to\u00a0refuse the great technophile narrative of the singularity? We will leave this question open. What is certain is that the construction or emergence of intelligent machines that will significantly surpass current human capabilities in the coming decades is the core preoccupation of our most brilliant minds. The irreplaceable Elon Musk recently declared that, if a Third World War should erupt, the race for artificial intelligence would be the most likely trigger:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">China, Russia, soon all countries w strong computer science. Competition for AI superiority at national level most likely cause of WW3 imo.<\/p>\n<p>&mdash; Elon Musk (@elonmusk) <a href=\"https:\/\/twitter.com\/elonmusk\/status\/904638455761612800?ref_src=twsrc%5Etfw\">September 4, 2017<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Since the 2016 appearance of our <a href=\"https:\/\/open-organization.com\/en\/2016\/08\/31\/think-really-big-elon-musk\/\">piece on Elon Musk<\/a>, the SpaceX founder notably revealed his involvement in the neurotechnology startup Neuralink. The worldwide race for augmented intelligence is accelerating, and determines the natural horizon of capitalism, on which the agenda of industry 4.0 is building in order to reconfigure industrial production. This extension of the domain of intelligence is not limited to the world of objects or to that of apps. It is systematically constructing new digital infrastructures, platforms, and metaplatforms. It is inexorably transforming the fundamental infrastructure of modern life that is the city itself.<\/p>\n<h3>Smart Cities<\/h3>\n<p>The city has long been an infrastructure of networks, traversed by flows of matter, energy, information, and people. The idea of the \u201csmart city\u201d is in part an answer to a critical problem: these networks are saturated. Therefore, we need to stop the growth of these fluxes from rendering our cities unlivable. There\u2019s another goal within that angle: we need to limit waste in flows of resources that are very scarce or unrenewable. The smart city senses that the earth is depleted. But the smart city is also a city that\u2019s been perfected or optimized\u2014a city that is always getting closer to its ideal of free growth.<\/p>\n<p>The projects, products, and institutions that avail themselves of the smart city are multiplying. Some of them seem to demand that the city start over from zero, like the famous planned community of Masdar. Do we need to go further in that direction? Wouldn\u2019t the ideal smart city be a toroidal colony orbiting a rescued Earth, like Jeff Bezos\u2019 utopia? Note that the science fiction film Elysium depicts the dystopian version of this vision. Must we guess, along with the minds behind America 3.0, that technological evolution could facilitate a future that is decentralized and perhaps even exurbanized? What size will the smart city be? Will an intelligent city conform to the principles of an open organization? Will people there live in greater freedom? Or will the colonization of urban systems by algorithms instead be experienced as a submission?<\/p>\n<p>How can we answer these questions? A city is not an entity that can be quickly reduced to the status of an object. Its state is more ambiguous. Thus the complexity of the idea of the \u201csmart city,\u201d the possibility that it can at once be an intelligent subject and object.<\/p>\n<p>How can we do justice to this complexity? We\u2019re looking at a case that\u2019s hardly trivial\u2014if not to say difficult\u2014of mobilizing all sorts of diverse talents and fields of expertise, aren\u2019t we?<\/p>\n<p>Such an exercise would be a perilous undertaking, were we not armed with a method that has already proved itself on numerous occasions. Whose unique expertise do we need? We can demonstrate that what we\u2019re looking for draws, on one hand, from operational knowledge, while on the other we draw from the art of the storyteller:<\/p>\n<ul>\n<li>As a subject, the city is in fact already working toward better self-knowledge, a better ability to measure itself, and a better conception of its own development. The city\u2019s economic activity produces and perfects a true operational expertise, an objective self-image guided by the mercantile norm of efficiency.<\/li>\n<li>On the other hand, the city as subject also comes armed with a radical capacity to imagine and re-imagine its own story, to transform historical documents into the traces of a myth, of an enigma, of a destiny. This is the literary territory where it is free to grasp an intuition that is inaccessible to empirical or theoretical approaches.<\/li>\n<\/ul>\n<p>These ideas lead naturally to the introduction of our two speakers\u2014our two \u201ctalents on demand\u201d:<\/p>\n<ul>\n<li>Albert Ass\u00e9raf, General Director of Strategy, Data, and New Usage at JCDecaux.<\/li>\n<li>Aur\u00e9lien Bellanger, author.<\/li>\n<\/ul>\n<p>Albert Ass\u00e9raf\u2019s craft consists precisely of measuring, identifying, and describing urban audiences in a permanent state of flux, and of dreaming up objects and services that will \u201cbetter people\u2019s lives.\u201d As for Aur\u00e9lien Bellanger, he has just published a novel titled <em>Le Grand Paris<\/em>. Aujourd'hui le mot s'applique \u00e0 des objets tels que les <em>t\u00e9l\u00e9phones<\/em> ou les <em>v\u00e9hicules<\/em>, voire \u00e0 des processus tels que la <em>croissance<\/em> \u00e9conomique.<\/p><p>Le trait qui relie ces diff\u00e9rents usages, c'est que ce qui est intelligent n'est plus un sujet humain. Les objets deviennent des agents artificiels : des machines \u00e0 d\u00e9cider munies \u00e0 la fois de capteurs, de connexions au r\u00e9seau des autres machines intelligentes, d'algorithmes, et d'actions possibles. Cas typiques d'actions possibles : cat\u00e9goriser des donn\u00e9es, donner ou refuser un acc\u00e8s, activer ou ne pas activer un syst\u00e8me.<\/p><p>Le penseur Guillaume Paoli, <a href=\"https:\/\/open-organization.com\/fr\/2017\/01\/01\/francais-les-3-disruptions-du-transhumanisme\/\">auquel nous nous r\u00e9f\u00e9rions d\u00e9j\u00e0 dans notre analyse du transhumanisme<\/a>, jugeait que si certaines perspectives totalitaires et d\u00e9solantes du futur ne suscitaient aucune r\u00e9volte, c'\u00e9tait sans doute d\u00fb au fait que les hommes devenaient plus stupides, et en tout cas plus apathiques que les machines.<\/p><p>La boutade peut se lire comme une forme de scepticisme \u00e0 l'\u00e9gard des vertus progressistes dont se pare la nouvelle ing\u00e9nierie sociale des r\u00e9seaux intelligents. Peut-on ainsi se permettre de refuser le\u00a0grand r\u00e9cit technophile de la singularit\u00e9? Nous laisserons cette question ouverte. Ce qui est s\u00fbr, c'est que la construction ou l'\u00e9mergence de machines intelligentes surpassant significativement les capacit\u00e9s humaines actuelles dans les d\u00e9cennies \u00e0 venir est au c\u0153ur des pr\u00e9occupations des plus brillants esprits. L'incontournable Elon Musk a ainsi r\u00e9cemment d\u00e9clar\u00e9 que la course aux intelligences artificielles serait le d\u00e9clencheur le plus probable d'une \u00e9ventuelle Troisi\u00e8me Guerre mondiale :<\/p><p>https:\/\/twitter.com\/elonmusk\/status\/904638455761612800<\/p><p>Depuis la parution en aout 2016 de notre <a href=\"https:\/\/open-organization.com\/en\/2016\/08\/31\/think-really-big-elon-musk\/\">article de pr\u00e9sentation d'Elon Musk<\/a>, le fondateur de SpaceX a notamment r\u00e9v\u00e9l\u00e9 son implication dans\u00a0la startup de neurotechnologie Neuralink. La course g\u00e9n\u00e9ralis\u00e9e vers l'intelligence augment\u00e9e s'acc\u00e9l\u00e8re et semble tracer un horizon naturel au capitalisme, sur lequel <a href=\"https:\/\/open-organization.com\/fr\/2017\/06\/06\/francais-genealogie-de-lindustrie-4-0\/\">l'agenda de l'industrie 4.0<\/a> vient s'appuyer en vue de reconfigurer la production industrielle.<\/p><p>Cette extension du domaine de l'intelligence ne se limite pas aux monde des objets ou \u00e0 celui des applications. Elle construit syst\u00e9matiquement de nouvelles infrastructures digitales, des plateformes et des\u00a0<a href=\"https:\/\/open-organization.com\/fr\/2017\/06\/22\/francais-letat-meta-plateforme\/\">m\u00e9taplateformes<\/a>. Elle remet inexorablement en question la forme de l'infrastructure fondamentale de la vie moderne qu'est la ville elle-m\u00eame.<\/p><h3>Villes intelligentes<\/h3><p>La ville est depuis longtemps devenue une infrastructure de r\u00e9seaux travers\u00e9s par des flux de mati\u00e8re, d'\u00e9nergie, d'information et de personnes. Le th\u00e8me de la ville intelligente r\u00e9pond d'une part au probl\u00e8me critique de la saturation de ces r\u00e9seaux. Il s'agit alors d'emp\u00eacher que la ville soit rendue invivable par la croissance de ses flux. Cet aspect poss\u00e8de un compl\u00e9ment : limiter le gaspillage au sein des flux de ressources rares ou non renouvelables. La ville intelligente entend la fatigue de la terre. Mais la ville intelligente est en m\u00eame temps la ville perfectionn\u00e9e ou optimale, la ville qui r\u00e9alise toujours mieux son id\u00e9al de libre croissance.<\/p><p>Les projets, les produits, les institutions qui se r\u00e9clament de la ville intelligente se multiplient. Certaines semblent proposer \u00e0 la ville de partir de z\u00e9ro, \u00e0 l'instar de la fameuse Masdar. Faut-il aller plus loin dans cette direction? Signalons que le film de science-fiction\u00a0<em>Elysium\u00a0<\/em>donne une d\u00e9clinaison dystopique \u00e0 cette vision. Faut-il estimer, avec les concepteurs de <a href=\"https:\/\/open-organization.com\/fr\/2017\/06\/06\/francais-une-projection-sur-lavenir-originale-lamerique-3-0\/\">l'Am\u00e9rique 3.0<\/a>, que l'\u00e9volution technologique pourrait favoriser\u00a0\u00e0 l'avenir\u00a0la d\u00e9centralisation et ainsi une certaine exurbanisation? Quelle sera la taille de la ville intelligente? La ville intelligente sera-t-elle conforme au principes de la <a href=\"https:\/\/open-organization.com\/fr\/2017\/04\/27\/francais-les-organisations-ouvertes-heritieres-de-popper\/\">soci\u00e9t\u00e9 ouverte<\/a>? Les hommes y vivront-ils plus librement? Ou alors la colonisation des syst\u00e8mes urbains par les algorithmes sera-t-elle v\u00e9cue comme une soumission?<\/p><p>Comment r\u00e9pondre \u00e0 ces questions?<\/p><p>Une ville n'est pas une entit\u00e9 qui serait d'embl\u00e9e r\u00e9ductible au statut d'objet. Son statut est plus flou. D'o\u00f9 la complexit\u00e9 du th\u00e8me de la \"ville intelligente\", potentiellement \u00e0 la fois sujet et objet intelligent.<\/p><p>Comment faire\u00a0justice \u00e0 cette complexit\u00e9? Ne sommes-nous pas l\u00e0 devant un cas peu trivial, pour ne pas dire plut\u00f4t\u00a0difficile de mobilisation de talents et d'expertises h\u00e9t\u00e9rog\u00e8nes?<\/p><p>Un tel exercice serait p\u00e9rilleux \u00e0 entreprendre si nous n'\u00e9tions pas munis d'une m\u00e9thode qui a d\u00e9j\u00e0 fait ses preuves \u00e0 d'innombrables occasions. De quelles expertises originales avons-nous besoin?<\/p><p>Montrons que ce que nous cherchons rel\u00e8ve d'un c\u00f4t\u00e9 d'un <a href=\"https:\/\/twitter.com\/Jacques_Knight\/status\/905344239743184896\">savoir op\u00e9rationnel<\/a>, de l'autre de l'art du r\u00e9cit :<\/p><ul><li>La ville en tant que sujet s'applique en effet toujours d\u00e9j\u00e0 \u00e0 mieux se conna\u00eetre, \u00e0 mieux se mesurer, \u00e0 mieux concevoir son propre d\u00e9veloppement. L'activit\u00e9 \u00e9conomique de la ville produit et perfectionne un savoir op\u00e9rationnel propre, une objectivation de soi guid\u00e9e par la norme marchande de l'efficacit\u00e9.<\/li><li>La ville en tant que sujet se munit d'autre part d'une capacit\u00e9 radicale \u00e0 imaginer et re-imaginer son propre r\u00e9cit, \u00e0 transformer les documents historiques en traces d'un mythe, d'une \u00e9nigme, d'un destin.
