Here are all the ingredients to mobilize forces in the country and in particular its youth.<br \/>\n<span style=\"color: #0000ff;\">This is where confidence and\u00a0optimism will come from, and therefore success.<\/span> &#8220;<\/p><\/blockquote>\n<p>Will the approach proposed by the\u00a0<a href=\"http:\/\/www.oseo.fr\/a_la_une\/actualites\/competitivite_des_entreprises_louis_gallois_vient_de_remettre_son_rapport_au_premier_ministre\">Gallois\u00a0Report <\/a>create confidence?<\/p>\n<p>The\u00a010th, 11th and 12th proposals certainly will contribute towards this goal: a &#8220;Small Business Act&#8221; to fix the rules of the game, requiring\u00a0large groups to combine their suppliers (to obtain state support) and to develop\u00a0their exchanges (<a href=\"http:\/\/www.irt-jules-verne.fr\/quest-ce-quun-irt\">IRT<\/a>, clusters, industry committees &#8230;),\u00a0increasing opportunities to learn or relearn to play \u00a0as a team.<\/p>\n<p>But perhaps we should<strong> first (re-)establish trust<\/strong>.<\/p>\n<p>According to <a href=\"http:\/\/scholar.google.fr\/scholar?cluster=9741040254334694867&amp;hl=fr&amp;as_sdt=0\">Morgan and Hunt<\/a>, two leading researchers in the study of interfirm relationships, trust in a relationship is when an actor has confidence in the reliability and integrity of his partner. Thus, trust relies on a shared frame of reference: the rules of the game, and the ability of firms to expect that the other refers to it: will he play according to the rules?<\/p>\n<p>For competitive recovery (which was the object of the\u00a0Gallois Report), trust is an ingredient before being a result: to &#8220;break down barriers and work together,&#8221; it is necessary to ensure that this can be done without too high a risk of opportunism from partners. And, the lack of trust in inter-firm relationships has been an increasing problem\u00a0with the crisis (cf. barometers of the\u00a0<a href=\"http:\/\/www.pactepme.org\/indicateurs\/confiance\">SME Pact <\/a>and <a href=\"http:\/\/www.obsar.asso.fr\/\">ObsAR<\/a>). Loss of trust between companies leads to loss of competitiveness.<\/p>\n<p>We have to take the problem at its root: (re-)establish trust between French firms.<\/p>\n<p>This mission\u00a0is part of the role of the <a href=\"http:\/\/www.mediateur.industrie.gouv.fr\/\">governmental agency \u201cinterfirm mediation\u201d, <\/a>whose field of intervention\u00a0should be amplified (Minister&#8217;s <a href=\"http:\/\/www.redressement-productif.gouv.fr\/arnaud-montebourg-inauguration-midest\">speech <\/a>on recovery at MIDEST 2012).
